Zuoying District should be considered the most unique among the eleven administrative districts in Kaohsiung City. It has a dense population and covers a large area. In this district, there is not only a tourist attraction called "Lotus Lake," but also a naval port, a military base, and many military dependent's villages. However, only Zuo Ying and Da Yi Junior High Schools serve this district, and both of them are all located in south Zuoying, which results in a great inconvenience and commuting danger for students in north Zuoying.
The former mayor, Wang, Yu-yun, understood that the public was suffering from this situation, and he had respect for public opinion. He decided to divide the Ming De Elementary School's lot into two parts, using one area to establish a junior high school in mid June 1974, so that students in north Zuoying District and the nearby military dependent's villages could attend this school. On July 2 of the same year, he reported to the Taiwan Provincial Government the establishment of Ming De Junior High School. However, since the school name is the same as Ming De Junior High School in Keelung, the Ministry of Education changed the name to Jiou Cheng Junior High School. The provincial government submitted to the Kaohsiung City Government on September 19, 1974 document 63.9.19 Fu-Jiao-Sih-Zih No. 94691, and thus, Jiou Cheng Junior High School was officially established on August 1, 1974.
Furthermore, the Bureau of Education, Kaohsiung City Government convened a School-District Negotiation Meeting on July 17, 1974 and reached an agreement to allocate 430 students from Mingde, Zihjhih, Hecyun, Jianye, Fusing, Jyuguang, Yongcing, Jinsyue, Zihli, and Pingshan administrative areas to eight classes. The school officially started on September 4th in several classrooms at Ming De Elementary School.
In the first few years, more than 80% of the school's students were naval dependents. Since Ming De Elementary School assigned 2.4 hectares (approximately 7,000 pings) of its area for the junior high school, and Ming De school district used to cover the above-mentioned ten administrative areas as well as the military dependent's villages, the original Jiou Cheng Junior High School could not truly illustrate the close connection between the school and the naval zone. Therefore, the school discussed the matter with the City Government, and the City Government applied for approval of the Provincial Government to change the school name to Li De Junior High School with document 64.3.20. Fu-Jiao-Sih-Zih No. on March 20, 1975.
The school currently has 16 classes, 50 faculty members, and 441 students.
The first principal was Huang Yong-kang; the second Shang, Le-ye; the third Yang, Bo; the fourth Li, Fan-rong; the fifth Jhou, Cai-huei; and the sixth Wu, Ze-min; the seventh Han, Chun-ping. The incumbent principal, Mr. Chen, Tsung-ching came on board on August 1, 2007.
